Understanding Warren County Releases
Warren County does not run a separate county jail. People arrested under Warren authority are normally booked at RSW Regional Jail, an authority-operated jail that also serves Rappahannock and Shenandoah Counties. A Warren County release is the close of one RSW custody event. It may send the person back to the community, but it may instead mark a movement to Virginia Department of Corrections custody, another jail, a hospital, or an agency enforcing a warrant or detainer. A detainer is a request or order that another authority assume custody.
A name that drops from the RSW JailTracker roster is therefore a starting clue. The live roster concerns present custody, not a historical list of Warren County released inmates. RSW Records holds the more useful release sheet or movement record. The court docket can explain the order behind the event, while VADOC, VINE, BOP, or ICE may show what followed. No single system answers every case.
Warren County Release Types
The words attached to a Warren County release matter. Bond means physical confinement ended while the case remained active under a court order. Time served means the court credited confinement already completed toward the active sentence. A dismissal can remove the charge that supported custody, but staff still must clear all other holds. Parole and probation are forms of supervision, not synonyms for an unrestricted discharge. A transfer closes RSW custody while confinement continues elsewhere.

Home Electronic Monitoring needs special care. An approved sentenced person may live at a residence under continuous GPS, but RSW still administers that status as Community Custody. It should not be recorded as completion of confinement unless the actual release and supervision records say so.
Warren County Release Record Fields
An RSW release record documents what happened to a particular booking. Ask for an existing booking sheet, release sheet, and movement or transfer record rather than asking staff to create a new report. Identity and booking fields connect the event to the right person. The date, time, authority, type, and destination then distinguish a true community release from a transfer. Some fields may be redacted or withheld when they concern sealed, juvenile, medical, security, or protected investigative material.

A court record complements these fields. It can show bond, dismissal, active and suspended confinement, probation, or a later violation. Yet a docket does not certify the precise time the jail completed release. Use both records when timing or destination matters.
Request Warren County Release Records
Send jail-record requests to RSW, not to Warren County merely because Warren brought the charge. Virginia FOIA does not require magic words or a set form. Under Virginia Code § 2.2-3704, describe existing records with reasonable detail. RSW's published procedure accepts requests by mail, email, fax, phone, or in person and identifies its designated FOIA officer.
- Identify the person by full name, aliases, date of birth when known, and RSW number if available.
- State the booking or a narrow date range and specify Warren County as the committing jurisdiction.
- Ask for the booking sheet, release sheet, movement or transfer record, and booking photograph needed.
- Name the desired fields, including actual release date and time, release authority, type, destination, and receiving agency.

The public body ordinarily responds within five working days by producing records, citing a lawful basis for withholding, producing part, reporting that records were not found, or invoking an extension. RSW's published FOIA procedure describes seven additional working days when production is not practical within five. It may charge actual search, access, duplication, and supply costs. If an estimate exceeds $200, RSW may require a deposit and pause the response period until it is paid. No flat booking-photo or per-page price was found.
Warren Release Records After Sealing
Virginia FOIA provides the access framework, but it does not make every part of every jail file public. Criminal investigative material can be treated under § 2.2-3706.1. Adult routine-booking photographs have a request path under § 2.2-3706, subject to temporary felony-investigation withholding and limits for sealed, expunged, juvenile, and other protected records. An agency that withholds a category should identify its legal basis.
The public surface changed on July 1, 2026. RSW states that charge information is no longer available through its inmate locator because of Virginia's sealing laws. Sealing blocks public access to qualifying arrest, charge, conviction, and related records, subject to statutory exceptions. Juvenile and Domestic Relations case details also are not available through the public online court system. A missing charge or case after these rules take effect must not be reconstructed from an old screenshot or treated as evidence that the person was released.
When Does RSW Release Inmates?
RSW confirms that its building has dedicated intake and release space. It does not publish a routine discharge hour, a named exit door, weekend release rules, or instructions for a family waiting area. Another Virginia jail's process cannot fill that gap. A court order may authorize release, but staff must still verify the order and clear other warrants, detainers, and custody issues. The order therefore explains legal authority while the RSW timestamp documents completion. No published Warren rule guarantees an early release when a date falls on a weekend or holiday.
Getting Home After RSW Release
The current Front Royal Trolley timetable lists an RSW Regional Jail stop on Route 1. That is a documented transport option from the Route 340/522 corridor. The stop does not mean every trolley loop serves the jail. The published times appear limited, so check the current timetable before relying on it.
Do not assume weekend, holiday, late-night, or on-demand service. Because RSW does not publish a standard exit time or waiting-area procedure, transportation should be coordinated only after Booking confirms current operations. A court date and a projected release date are not safe pickup times.
RSW Release and Transfer Counts
RSW's FY2019 annual material supplies a useful dated benchmark. It recorded 4,122 commitments, 4,027 releases, and 33 transfers to VADOC. Those figures are not a current annual estimate, and the source does not divide releases into bond, time served, dismissal, or sentence completion. Their value is the separation of administrative outcomes.
A VADOC transfer is not community release. The same report also discussed people processed but not committed, another category that should remain distinct. When a name leaves the roster, request the actual event category instead of applying the annual release total to that person.
Search Warren County Released Inmates
Begin with the kind of custody rather than a broad name search. RSW handles Warren's local and regional jail channel. VADOC covers state prison custody and state community supervision. VINE reports participating jail custody changes. BOP covers federal prison records, while ICE ODLS concerns possible immigration custody. Match at least two identity details because common names and aliases can produce a false match.
- Check the official RSW roster. A current match means the person is shown in custody, not released.
- If the name is absent, call RSW Records and ask whether the booking ended in community release or transfer.
- Search Warren General District and Circuit Court records for the order, disposition, active term, suspended time, or probation.
- Use VADOC when a state-responsible sentence or state supervision may apply. Read the exact location, status, and date labels.
- Check VINE for local custody status and alerts. Use BOP or ICE only when the facts indicate those systems.
- Request the named release or movement record when the online sources do not establish date, authority, and destination.
Why is a released person missing from JailTracker? JailTracker is a current roster, and RSW publishes no departed-name retention period. An absent name can reflect release, transfer, a spelling issue, or another status change. The release sheet resolves the ambiguity.
VADOC Warren Release Lookup
The VADOC Inmate and Supervisee Locator is the proper state source for a person in Virginia prison or under VADOC community supervision. Use the seven-digit inmate ID when known. Otherwise search by name and compare the public identity details. A prison facility indicates current institutional custody. A Community Corrections location can mean the person has left prison but still remains under supervision.

The captured form supports an identity-based state search, but an RSW release record remains necessary when the question is how a local booking ended.
Warren Release Sources Compared
Each search system answers a different question. Combining them is useful, but substituting one for another is not. The fastest route depends on whether the person was locally jailed, sentenced to state prison, held federally, or possibly moved under immigration authority.

The strongest finding normally pairs two sources. A Warren court order can explain why a person was eligible to leave, while the RSW sheet establishes when the facility ended custody and whether another agency received the person.
Warren Release Orders by Court
Warren court lookup is split by level. General District Court handles misdemeanors, traffic matters, and preliminary stages of felony cases. Warren Circuit Court holds felony trials and sentencing records, direct indictments, appeals from district court, and later probation-violation activity. Virginia does not offer one statewide Circuit Court name search.
A disposition can be dismissed, nolle prosequi, guilty, or not guilty. Sentence fields can separate active confinement from suspended time and state a probation term. A bond order may authorize release once all terms are met. Appeals, amended orders, capiases, and detainers can change the outcome, so the docket and RSW movement record should be read together.

Its case fields explain the court event, but RSW supplies the durable custody-end record. Juvenile and Domestic Relations details are not public online, so absence there is an access limit rather than proof of release.
Warren Release Status After RSW
Three local systems are easy to confuse. RSW Community Custody operates Work Force and Home Electronic Monitoring. Home Electronic Monitoring uses continuous GPS for an approved sentenced person at a residence, but it remains a jail-administered custody arrangement. VADOC District 11 supplies the state probation and parole layer. The Warren Coalition is a service provider, not a custody or supervision authority.

The directory identifies additional offices in Front Royal and Woodstock without giving a separate Front Royal street address or direct line in the reviewed material. Route status questions through Winchester rather than guessing an assignment.

Identification help, treatment links, and immediate-needs referrals can aid reentry, but the Coalition cannot prove a release or replace RSW, VADOC, VINE, or the courts. Post-release supervision records supply the fuller account of these distinct legal roles.
Warren Release Alerts and Federal Records
Virginia Jail VINE can report a specific person's status in a participating local or regional jail and offer custody-change alerts. Search by name or offender ID, compare the reporting agency, and read the stated status. A released or out-of-custody event is useful notice, but confirm the date and destination with RSW Records. No match can reflect spelling, timing, or coverage and is not proof of release.
VADOC's NAAVI program is a different channel for registered crime victims in qualifying state cases. It does not cover probationers, parolees, or people housed in local or regional jails. Notification registration should follow the person's physical custody. Alerts can be delayed, so they should not be the only safety measure.
For a federal sentence, use the BOP inmate locator. A former prisoner's result may show a released status and date, but that does not exclude federal supervision, state custody, immigration custody, or another detainer. The U.S. Marshals Service has no equivalent public historical release roster.
RSW Release or ICE Transfer?
RSW Authority minutes from July 2025 discuss a proposed 287(g) agreement focused on inmate releases, and later material addresses coordination over ICE-created records. That makes an immigration transfer a locally documented possibility when the case facts support it. It does not turn RSW into a freestanding ICE detention center, and no dedicated ICE facility was verified in Warren County.
If RSW confirms a transfer toward immigration custody, search the ICE Online Detainee Locator System by A-number and country of birth or by permitted biographical details. Some people may not appear at once or may fall outside public coverage. Use the ODLS contact route when needed. Never label every unexplained roster disappearance as an ICE event.
Warren Recent Release List Limits
Neither RSW nor Warren County publishes a verified official 24-hour or 72-hour release feed. The JailTracker page is a current roster with no published refresh cadence or departed-record retention window. For a same-day check, review the roster, then call Records or Booking and ask whether the named booking ended and whether the outcome was community release or transfer.
For a weekend or three-day period, request existing records between exact dates and identify Warren as the committing jurisdiction. RSW serves three counties, so an unqualified regional request can capture people with no Warren case. Virginia FOIA does not require staff to create a new Warren-filtered list if none exists.
