Warren County Release Mugshots
A booking photograph identifies the image connected to an intake event. It does not state why the arrest occurred, how the case ended, or whether the person is still confined. RSW's JailTracker roster may display an image while a booking is active, but the roster is a current-custody tool rather than a gallery of past releases. Once the name drops away, request the photo from the office that holds the booking file.
Warren County does not operate a separate jail. RSW serves Warren, Rappahannock, and Shenandoah Counties, so a request should name Warren as the committing jurisdiction and identify one booking. If the Warren County Sheriff's Office created a separate adult arrest photo or an agency press image, that office may hold its own copy. For a state-prison record, VADOC may publish an offender image that differs from the RSW intake photograph.
Record limit: a booking photo proves only that an image was associated with a booking record when captured, not that the person was released.
Warren Release Photo Sources
Start with the original government custodian. Secondary publication can lose the booking identifier, retain an old image, or omit a later sealing action. No official RSW or Warren Sheriff mobile application with a recent-release photo feed was verified, so a commercial app or unrelated roster should not be presented as the local source.

The Federal Bureau of Prisons locator is not a mugshot archive. Likewise, the Warren court docket can explain the case outcome but does not serve as the RSW photo file. Use each source for the question it actually answers.
Request an RSW Booking Photo
RSW Records is the direct route for the image tied to an RSW booking. Call (540) 622-5024 or send a focused request to the jail at 6601 Winchester Road, Front Royal, VA 22630. The Records fax is (540) 631-0704. A formal FOIA request can use RSW's designated officer, Major Michael D. Miller, at (540) 622-5028, fax (540) 622-2846, or michael.miller@rswregionaljail.com.
- Identify the person. Give the full name, aliases, and date of birth only when needed to distinguish records.
- Identify the booking. Include the RSW booking number, booking date, and Warren committing jurisdiction when known.
- Name the record. Ask for the adult photograph taken during intake or routine booking, plus its booking identifier.
- Choose the format. Request the original electronic image and electronic delivery when available.
- Set cost limits. Ask for an estimate and require approval before work exceeds a stated amount.
- Verify release separately. Request the release sheet or movement record if the custody outcome also matters.
Virginia FOIA does not require special wording. It does require enough detail to locate existing records. RSW ordinarily must respond within five working days through production, a lawful withholding, partial production, a no-record response, or an extension. Its published procedure describes seven more working days when production is not practical in the initial period.
Note: Ask for the electronic original because a copied screenshot can lose detail and the booking number that ties it to a record.
Virginia Booking Photo Law
Virginia Code § 2.2-3706 directly addresses an adult arrestee photograph taken during initial intake or routine booking. It calls for disclosure on a proper FOIA request, subject to the statute's limits. A photo can be withheld for a period when release would jeopardize a felony investigation. Sealed, expunged, juvenile, and other legally protected records can also restrict access.
The rule does not require every Virginia jail to keep a public mugshot gallery. It creates a request path to the custodian. That is why the live RSW roster and a records request are different channels. Online visibility can end while the agency still retains the underlying record. If RSW no longer holds the named image, ask for the applicable retention basis rather than assuming deletion from the roster erased the official file.
Reasonable actual costs may cover search, access, duplication, and supplies. RSW publishes no flat booking-photo price. Ask for an estimate. Its policy permits a deposit when an estimate exceeds $200, and processing can pause until payment is made.
RSW Mugshot Policy After Sealing
RSW changed its public locator on July 1, 2026. The jail states that charge-related information is no longer accessible there because of Code § 19.2-392.5 and Virginia's sealing chapter. It directs readers to Virginia Court Case Information for accessible charge data. An old portal screenshot may therefore show fields that current users cannot see.
This Warren-specific change does not mean every booking image vanished, and it does not make the current roster a release archive. The photo request still depends on the custodian's holdings, the adult-photo rule, and any sealing or other restriction for the named record. Ask for the image itself, not for staff to rebuild a removed online profile.
A sealed matter should not be reconstructed through stale secondary copies. Sealing bars public access to covered arrest, charge, conviction, and related records held by specified agencies, subject to statutory exceptions. If access is restricted, the proper next step is the court clerk or qualified legal help for an eligible person, not a commercial removal vendor.
Warren Sheriff Photo Requests
RSW owns its jail booking file. The Warren County Sheriff's Office may separately hold an adult arrest report, an arrest photograph it created, or an image released with agency news. Send a Sheriff-held request through the Warren County NextRequest portal or the Sheriff's published FOIA channels. The office is at 200 Skyline Vista Drive, Front Royal, VA 22630. The official Warren County request portal is one way to route a record held by the county or Sheriff.
The portal should not replace RSW's records route when the regional jail created and holds the requested booking photograph.
State the agency and record with care. A request for an “RSW mugshot” sent only to the Sheriff can be misrouted because the regional jail is governed by its own authority. If the arresting deputy and RSW each made an image, the records may be separate copies with different context.
VADOC Warren Offender Photos
The VADOC Inmate and Supervisee Locator is the state channel for people in a Virginia prison or under VADOC supervision. A public result may show an offender image while the record is within the locator's scope. That photograph is a state corrections identification image. It need not match the picture taken during the earlier RSW booking.
Use a seven-digit VADOC inmate ID when known. Otherwise search by name and compare all available identity details. A prison location indicates current state custody. A Community Corrections result can mean the person is physically out of prison but still under supervision. A missing result does not prove that no state record or photo exists, especially after full discharge or a publication change.
For a historical state photo or discharge file, use VADOC's public-records route. Pair any image with the state release information and the sentencing court. The image alone cannot tell whether a person left RSW for state prison, later left prison for supervision, or fully discharged.
Secondary Warren Mugshot Copies
Official law-enforcement news releases and established local reporting can reproduce an agency-supplied arrest photo. Treat such an image as a secondary copy. Note the originating agency, publication date, and named case. Then verify the current public record with RSW, the Sheriff, VADOC, or the court.
Commercial mugshot galleries and data brokers can keep stale or mismatched images. No links to those services are provided. Virginia research found no universal statewide anti-pay-to-remove law or guaranteed removal right for every publication. Code § 8.01-40 concerns use of a person's name or likeness for advertising or trade, but whether it applies depends on the facts. It should not be offered as an automatic removal tool.
If a public record has been sealed or expunged, use the official process and notify the lawful record holder where appropriate. Do not pay a site on the promise that it can change an RSW, court, or VADOC record. Only the government office that owns the official record can explain its access status.
Verify Warren Release and Photo
A complete check uses one source for identity and another for custody outcome. The booking photograph and booking number connect the person to the intake. The RSW release sheet gives the end date, time, type, authority, and destination when those fields are recorded and public. The court order explains the legal event. VADOC or another receiving agency confirms continued custody after a transfer.
